Personality

Supportive: Torch will always praise his teammates when he thinks they deserve it. He also wants to be a good example for other recruits. He is also very caring, even if he doesn't always show it.

Protective: The main reason he knows the move "Protect" is because it allows him to protect his allies and innocent people/Pokemon from danger. He can also use his speed to save people from falling builders etc. superhero style.

Fast: Torch was made to be fast. He is not only quick on his feet but good at coming up with new ideas or solutions on the spot. He still isn't that good at things that require him to sit down like Chess or difficult math questions tho.

Noble: While he doesn't mind combat, Torch would never kill anyone unless his own life (or someone he cares about) is in danger and he sees no other options. He doesn't like to pick a fight with someone he considers weaker than him either. He despises dirty fighting, even allowing the enemy to attack first sometimes as he likes a fair fight. While these are nice traits for a good guy, it's not exactly what Team Rocket is looking for in their recruits.

Impatient/hasty: Things can never go fast enough for this guy. And he often finds himself frustrated when he can't finish a battle or a task as fast as he would like. Often leading to him loudly complaining. He is bad at missions requiring patience.

Self righteous: Having worked for both the police and Team Rocket, Torch thinks his actions morally superior to everyone else since he have seen both sides and therefore can make better judgements than most. He also thinks everyone is at least slightly corrupt and doesn't trust people easily.

Moveset
Blaze Kick:
The user launches a kick with a high critical-hit ratio. It may also leave the target with a burn.
Sky uppercut:
The user attacks the target with an uppercut thrown skyward with force.
Protect:
Enables the user to evade all attacks. Its chance of failing rises if it is used in succession.
Acrobatics:
The user nimbly strikes the target. If the user is not holding an item, this attack inflicts massive damage.
History

Taking inspiration from their worst enemy, a local police force decided to create a faster (and maybe even stronger) blaziken that were also capable of actual flying. This police branch had secretly hired some skilled but shady scientists to make sure their project became a success.

After some trial and error they finally managed to create what they were looking for. Torch were originally just a regular torchic (hence his name, they didn't bother to come up with something more creative) but he doesn't have any memories from that time as he were only a few days old when he started to become a fusion.

Torch (torchic/pidove) was trained from a young age to make sure he would be useful in combat. They also wanted him to be ready to work for them as fast as possible because creating him was not cheap. He were also as clumsy and forgetful as most Pidove and they wanted to make sure he didn't keep those traits then he evolved. As a young member of the police force Torch didn't have many friends as he was manly kept separate from the other Pokemon during training and even breaks as scientists wanted to keep an eye on him. The only exception were during battles. However Torch did befriend one of the scientists and they would spend their lunch breaks together.

Torch became fully evolved and ready to join the Police force for real. He became responsible for multiple busts on Team Rocket. He is a skilled fighter, and though he were highly ranked in his division he inexplicably came into knowledge about a stream of corruption in their organization, something to do with police framing innocents in a plight for funding. Disgusted at what he discovered, he fought their leaders outright, later being forced to flee when trailed by a detective, their best interest in capturing the fusion to keep it quiet. Torch were out of options, but the freelance scientist he had befriended suggested he joined Team Rocket. The scientist had worked for them before and they had many fusions like Torch in their ranks. He was sure they would let the blaziken/unfezant fusion join, as they were always looking for new strong recruits and probably had other Pokemon they once considered enemies as their allies now.

Hunted by his former allies, Torch had very few options left. He found a home among former enemies in Team Rocket and hopes to raise in rank and eventually carry out his revenge on the police. He also hopes no one in the hideout recognizes him after all the things he have done to stop the organisation in the past.

Heart

Torch respects Heart for all the hard work they do to heal others. They do work together a lot, with Torch Helping hurt allies away from danger, while Heart heals them.

Skyline

Fast vs energic. Torch and Skyline are friendly rivals. He didn’t think much of her at first, as Skyline can be chaotic and unpredictable. But after he got to know her better, he almost considers her a friend.
