As the Council's leader, Edward is generally respected throughout the Council. He is a nice man to his fellow Councilmembers. He's very skilled in casual manipulation and business. He's outwardly very calm, yet talkative. - However, Steel is greatly plagued by the thought of death's inevitability. As such, he's done everything in his power to avoid talking about it or to postpone his own mortal end.

- Backstory
Steel was born to a naturally wealthy family. Through this, he was able to inherent his family's metalworking monopoly and further expand it. - During a worldwide crisis about climate change, Steel made contributions to help postpone the rising global temperature. Amidst all the chaos, Steel was able to further expand his business (usually in the name of "helping" others). It grew until the very business started to rule what used to be America, and thus, helped form the movement to reconstruct the nation's government, which was in shambles. Thus, the Council was born.
- A few decades after the Council's creation, Steel divorced his wife of thirty years, Gertrude.
- Somewhere along the line, Steel realized someday he would die, and became paranoid he would lose his business, should he die. With no heir, there was no one left to run the Council, and he didn't believe anyone else could fit the role. Steel then began replacing his own body parts with robotic ones. He started a secret project- one masked as a way to create intelligent androids to explore other exoplanets- in hopes he could somehow create a robotic solution to his mortal dilemma.
- After the accident at the labs, Steel personally pardoned every survivor of the explosion. Although it looked suspicious, Steel was desperate for roboticists to keep his project going. Later he hired Robert, the "star pupil" of the roboticists, to be his personal robotics expert. That way, he could find a solution much quicker.
- Steel eventually fell ill. Gravely so. Although he is optimistic to his fellow Councilmembers, he fears it soon may be too late.
