Vlaana is a witch! Being a witch, she doesn't get scarring from magic. She does however not have arms, because around the time she was born people were afraid of witches and removed their arms so they wouldn't be able to cast spells (which didn't work as intended and was horrible.) She enchants scarves to use as arms.
She's a little bit.... strange, as all extremely magical beings are (something something the magic addling their brains)
She lives in a hut near 404's lab.
