"No longer was he a weak child, but he never matured" really stood out to me from his bio because - aside from sounding beautifully poetic - I think it really sums Neptune up as a character. I find him incredibly fascinating both in terms of his personality and his past, and I think the two perfectly show his true colors especially when you compare them side by side. Despite him clearly not being a human and his abilities far beyond ours, his actions and feelings are so painfully human I actually found myself relating to his jealousy over his brother becoming stronger without him realizing - there is such a specific feeling when you love someone but also simultaneously look down on them, and still, on some level, fear the potential the other one has. I guess it's a common thing among brothers, hah, but it definitely gives him this very specific kind of realistic feel to him.
Your way of writing is very pleasant too, and despite the length of his backstory (which honestly isn't even that long, but compared to the TH average it is on the longer side!) I didn't feel intimidated or bored even for a second because the flow is so good and pleasant, and you never ramble or add in details that would distract from the story!
Also, his design is absolutely gorgeous!! His colours are so pretty and his outfit definitely gives him this confident and almost regal air to him, so I'm not surprised at all that others may not realize what he really is like based on appearance only!
