She knows he's not looking for a serious relationship- fine by her. She's got too much to do. As nice as Sullivan is, he's a little too demanding for her already demanding schedule.

Jack has been an amazing friend with all of the ... issues Sullivan gets himself into. Sullivan probably won't admit it, but he sincerely appreciates that Jack is as forgiving and understanding as he is. If Jack wasn't... Sullivan would've been done for a long time ago.
Sullivan is going to be the reason his hair greys prematurely. You may wonder how much trouble one vampire can be- Jack has quantifiable evidence to answer that question.
He knows Sullivan is a good person deep down, but he's got even more baggage than Jack does. He doesn't want him getting in irreversable trouble, but goddamnm, if Sullivan doesn't make it hard to keep him out of jail, or worse.
Sullivan has been with a lot of people in a lot of places ... and he doesn't remember any of them. He's lost those memories along with who he was back then as he meanders from lifetime to lifetime. Its the price he pays for being immortal.
But with Glenys... it terrifies him of that happening. Of loosing her. Of forgetting... their relationship has become less of love and more of an obsession. Sullivan's own sanity is held on my a thread when he's not with Glenys ... a thread that Glenys has full control of.
He tries to be a good boyfriend! To give her gifts and be with her and support her, but for the majority of the time he spends with her, he's worrying it'll be the last time he holds her in his arms.
Sullivan treats her like she's going to wilt any day. She's always been called old because of her white hair, but she's not that frail!
Sullivan was her first boyfriend, and a part of her wonders if she was hasty in getting involved with him so quickly. She doesn't doubt how much he cares about her, but... sometimes it's almost too intense for her. Is that wrong? She feels guilty for thinking so.
Sullivan appreciates Urien's help buuuuuuuuuuuut he's good. No therapy please.

Sullivan's case is a tragic one. He can't imagine what it must be like to have to constantly rebuild a life every century or so. Sullivan needs a strong support group, and that support needs people who are actually equipped to handle the emotional weight of his problems. He's not a danger to society... at least, he isn't bound to be one. He just needs to face the uncomfortable realities of his situation and find a way to process and improve it. And Urien will be there with him every step of the way.
