Sometimes, the relationship between a colony and a colonist doesn't work out. Perhaps the colony was abandoned. Perhaps the Researcher and the colonist just don't get along so they are abandoned. A population burst might require a Researcher give up some colonists in order to keep their current colonists healthy and well fed. There is no shame in surrendering a colonist. While in the immigration center, they will be well cared for and treated with respect as they wait for their forever home.
Some immigrants have a fee - some even require a Voucher. These are generally special colonists for some reason, be they special ID numbers or rare genes. Vouchers can be purchased at the Hub or found when you > VISIT a native tribe or other colony.
