It's easy to discount the snobbish and prissy Jasper at first glance has no but make no mistake, sly Jasper To has the ability and connections to follow up on his threats.
Jasper and his driver and cousin Zenith To are the tour de force behind the fearsome Red Gang. Him and Zenith, both single children, grew up together as brothers. Zenith had a knack for getting himself into trouble, and Jasper ended up following him into gang life in an effort to watch his back.
When not racing, Jasper runs the Red Gang's financial ventures, including an underground gambling ring in the casino the gang owns. Jasper has natural affinity for business and strategy, and it is through this knack that the To cousins have found such success in the racing and gang world. Jasper and Zenith are a well oiled team. Between Jasper's strategy and Zenith's talent, the two are seldom defeated on the track.

Zenith is like a younger sibling to Jasper. Due to Zenith's penchant for getting into trouble, Jasper always has an eagle eye on Zenith and can be quite controlling at times.
Despite this, they've always got each others backs. Jasper has a quick temper and often gets into conflicts himself, and Zenith is always there to provide the bite for Jasper's bark.
Lately, the usually cool and aloof Zenith's been somewhat suspiciously interested in Blue Gang's newest driver... and Jasper's not exactly happy about it.
There's few people in the world that Jasper hates more than Blue Gang driver James Li, and with how much Jasper hates people, that's saying quite... a lot. Cocky, handsome, and irritatingly salacious, James just knows how to grind Jasper's gears, and he takes way too much pleasure in taunting the grouchy Red Gang navigator.
The one thing Jasper has over James is that even he has trouble racing against Zenith. So long as the Red Gang racing faction reigns supreme over the Blue Gang, Jasper can tolerate being at the same meet.
Tien is the only other member of the Red Gang's racing faction that isn't a complete moron, according to Jasper. Though Jasper lets the other dumbasses run amok (out of his way), Tien has to pick up the slack for his brother and everyone else.
It's rumored that in faction meetings, Jasper tapes up the mouths of everyone who isn't Tien and Zenith (because Zenith doesn't contribute anyways). Jasper often has difficulty telling the difference between Tien and his twin Eli, so Jasper likes to mark Eli with an X on his forehead when they're at the casino together.
