Lakes is the local sheriff, though he is exceptionally bad at wielding the law with appropriate force and discretion. He is often piss drunk, and even more frequently out of town altogether. Folks tend to agree they're better off without him, as he has a tendency to start fights with any nearby man and magnetically attract any nearby woman. He has taken the mantle of sheriff exclusively to cover up his (and his sister's) history of crime, since theyre still living off their last string of robberies he has little need for his paycheck and little motivation to do his job if it doesn't involve enacting police brutality on Valentine Holliday for looking at him wrong.
Lakes is horrifically protective of his sister Rivers, they are twins and Lakes's first serious crime was helping her murder their father. Rivers doesn't love his behavior, but as long as it does not effect her she really does not care.
Local women generally find him more of annoyance than a danger.
