About
The King of the Palace in Anemone is a charming man - a notorious flirt, even - who is adored by his people and those around him. His land is wealthy and beautiful, and he does everything he can to protect all that's dear to his heart. His strength is in the social world, parties, dinners, gatherings of all kind. In his element, he can make a friend of even the worst of political foes! Like the ocean itself to which he owes everything, he is passionate, nurturing, and more powerful than most people could possibly understand.
... He is also horribly weary. There are so many secret things dragging him down, that most of the time, Desiderius is seated or lying down and barely able to function outside of politics and paperwork. He can care for his people, but he is utterly unable to care for himself. This is part of why he is so immediately fond of Nellie and her party - these are people who can really make a change in the world if they really wanted to, and they LOVE sidequests!
People who love sidequests don't ask too many questions. Right...?
Backstory
You would think, since Desiderius was chosen as the crown prince in Pastor's stead, this would mean his parents treated him far better than they treated Pastor. That's certainly what Arcane thought. However, this could not be further from the truth.

When Desiderius was being raised and taught - groomed, really - for the throne, his father was falling steadily into worse and worse delirium due to how long he'd walked the planet, immortal. His idea of normal lessons and exercises for Desiderius to prepare him for being king began to change and warp, until he was essentially ordering tutors and guards to torture Desiderius mentally and physically.
Even the slightest mistake on Desi's part during this 'training' throughout his teen years was met with extremely harsh punishment - beatings, whippings, rapes, long periods of solitary confinement, you name it, anything to show him that any imperfection was not good enough for the throne. His body and sense of identity was completely broken and reshapen into one that makes no mistakes, never flinches, and never cries. After all, no one had any idea all this was happening, he had learned to mask the pain and fear so well at public functions and family dinners. But he always seemed a bit too charming, didn't he? Too many smiles, too many compliments sent his way by the adults who had no idea this ideal prince was really a terrified, violated and broken child growing into a misshapen man.
Much of that flirtatious nature is Desiderius simply seeking the pain that is familiar to him. He has found a way to recontextualize sex in his own mind as a good thing rather than a punishment, but it's hard to say for sure whether his relationship with it as a concept is much better.
... So then, once King Alighieri Moonbrine stepped down from the throne to enter his long-awaited eternal rest alongside the Queen, Prince Desiderius had become the Palace in Anemone's new king. And he had every single tutor and guard in the palace executed, without a hint of regret or sadness on his face. He gained a bloody, horrifying reputation very quickly, one that carried on even through many years of peace and prosperity. He is beloved by his people, but they know that one day, any time now, he could snap and fill the gallows and chopping blocks with more men and women than can be counted.
It's not like they understand why it happened, anyway. He doesn't blame them. They don't see the scars on his back.

Amandine Fleauflox [ king and right hand ]
Desiderius and Amandine are the best of friends, or maybe even more than that. Andie is the only person who ever really understood what he was going through, who believed that any of it was happening in the first place. But under the surface of their funny guy-and-straight man act is a lot of uncertainty, secrets, and some resentment. They've got a lot to talk about, whether or not they want to acknowledge that.
Pastor [ estranged brothers ]
... It's not like Desiderius wanted this to happen. Pastor was always better-suited for the throne than he was. But it was their idiot parents who made this happen, and that stupid Arcane boy that drove them apart. Desiderius doesn't hate Pastor at all, but he certainly hates the circumstances that have made Pastor hate him.
Arcane Ariatongue [ tragicomedy ]
Hahaha. That Arcane talks a lot about things he would know nothing about, doesn't he? It would be cute, if it weren't so hideous.
Stellana Fairycross [ colleagues ]
Desiderius and Stellana get on fairly well, and visit each other as friends very frequently - but Desi does often feel intimidated by the colder, borderline-psychic king. He can't help but wonder if Stellana is mocking him behind his back, haha! Haha... ha.
Larimar Foxhole [ colleagues ]
It's no wonder that Desiderius, a king of peace, and Larimar, a king of war, would often butt heads. There's quite a bit of tension between them that has no proper way of being resolved just yet. Desiderius kind of hates Larimar deep down, and assumes Larimar hates him too.
Czecile Ringwood [ colleagues ]
Poor, sensitive Czecile. Desiderius feels a little protective of the youngest Diamondpoint King, even if he's a bit put off by Czecile's morbid personality at times. Desi wants to connect with Czecile as friends, but it's hard for extroverts and introverts to understand one another at times...
Yevgen Rubicelle [ colleagues ]
Desiderius doesn't talk to Yevgeniy very much outside of political meetings, and he's often Stellana's ear to vent to about disagreements between the pair. Usually, he takes Nana's side in these disputes, but he has to admit, he's curious about what's going on in the other king's head...
Pendragon [ king and witch ]
Pendragon is the head of Desiderius' mage guard, and he looks up to her quite a bit for her comparatively far-more-well-adjusted traits.
Espino [ king and wizard ]
Espino is a high-ranking figure in Desiderius' mage guard, and is a sort of personal assistant to him a lot of the time.
Rabbi Betzelel Bimromav [ siren and sailor ]
Canonically, Desi and the Rabbi have only rarely spoken. He does feel a lot of sympathy for the Rabbi, but at this moment, isn't sure what the smartest political move would be, regarding the Golden One.
