he grows flowers

he can use his hands to grow flowers wherever is desired, including on other people, at will. so actually his quirk is flowers?? but whatever

he can control the power of these flowers, they can heckin erupt and spiral or just slowly grow

he can grow all kinds of plants including nettles and thorns which can be used in combat

he can walk on water and fly

if he uses his abilities for too long flowers will start growing all over his body and they are painful. they can be removed but it puts him in agony. the flowers in his hair are results of that but he just left them for the aesthetic and as a reminder to not overuse his abilities.
