Design Questions

Do they have human ears along with kemonomimi ones?

If they're the type with vestigial tufts then they have human ears, but if they have functioning kemonomimi ears, then they don't have human ones.
Vestigial tufts don't work as actual ears, they're tufts of feather or fluff that resemble ears on the top of the head; they're not really controllable either!

Are velociraptor feet (sickle talon and two claw digits) allowed?

raptortalons.jpgThere's two kinds of "raptor" feet allowed! One is the ancient raptor ones (any dino from the Paravas classification family), and the other ones belong to modern birds of prey.
Notable examples of the dino ones include Velociraptor, Deinonychus, and Archaeopteryx, while modern examples would be Eagles, Vultures, and Owls!
Tldr,  yes!

Can I draw their animal forms with full bird beaks like (image on the right)?

Apologies but no! That was a beta trait when I was still fleshing out the species. Normal RevelriE have "beak-like" mouths, but they're more like dinosaur raptor snouts where it's a long thin snout with small serrated teeth, like the image below!

What is a Hybrid Tail?

Normal RevelriE tails are just a scaley lizard tail with a tuft of feather or fur at the tip! Hybrid tails are named for their addition of add-ons that aren't feather or fur, of reasonable size and quantity! Notice how the ones in the image to the right are quite large and noticeable!

They don't really impact the RevelriE much, although it does make them a little less aerodynamic / hydrodynamic. In the grand scheme of things, a little friction is negligible!
