lliot is a patron of the Plutus unit who uses his experience with climbing and buildering to aid on stealth missions. Although always surrounded by a group (mostly other Plutus patrons due to their pack mentality), he isn't one to say much and instead takes a backseat to daydream observe his surroundings; he likes to plan how to escape whatever room he's in for fun.
Given up as soon as he was born, Elliot grew up developing a convoluted idea of family. He would regularly cause trouble and float around the system, eventually disappearing completely from one orphanage to join a group of low-level criminals. A betrayal from another 'family' found him in front of a judge facing serious jail time, which he was saved from by the Caesar Org. He was slow to trust Plutus at first, but is now incredibly attached & protective - borderline possessive - of them all.

Elliot sees Chau as sort of a sibling; the two of them joined Plutus around the same time and formed a camaraderie through navigating Plutus' tough initiation together. He likes to think he's the bigger threat out of the two, but whenever he looks at Chau he remembers his place - they could easily snap him in two.

Another entry on Kiyoshi's looong list of people he dislikes, Elliot takes great enjoyment in riling him up whenever he makes the mistake of showing his face around Plutus. It's fun to gossip and snicker with patrons like Cash & Manap just to see Kiyoshi's poor attempts at pretending to not be bothered.
