Well, that would be Shaun. It isn't because that he is depressed and unhappy all the time, though, as he just has difficulty expressing his emotions. Emotions that one would feel often don't do much to his bland facial expression, but feelings of extreme emotion are able to break through his facial barrier.

Sam is a skeleton, so I imagine it would be difficult for him to smile normally. But he also never smiles due to the fact that for all his life he needed to hide his emotions to keep himself safe. And now that he's somewhat escaped his abusive environment, its difficult for him to try and show a whole lot of emotion, especially expressing it with his facial expressions.
He does smile when he hears stupid dad jokes, but only from his friend Flint.

Liev grew up in an extremely toxic "boys dont cry" household where any show of emotion would lead to him getting ridiculed one way or another so he trained himself to be as stone faced as possible. Even now that he's away from all that he hasn't been unable to learn this behavior and is all around really bad with interpreting how he feels
Myline fits the description, I even have an artwork on her gallery where she is being forced to smile and she is clearly annoyed with that. LOL
Well, she has a very tragic background, she was born into poverty and is a war survivor, that alone should tell enough.
The only kind of smile she does is usually the cocky/daring type and even that is rare, however, she truly smiled after seeing her daughter for the first time in her arms.
Poppy's not much of a smiler because being a miserable downer is kind of her thing, I cannot think of an in character moment of her ever smiling the best she's ever gotten was frowning less
