Definitely a pretty boy!! From appearances alone + first impressions I'd probably give him a 7/10? You're definitely right with the cat eyes: they're a weakness of mine too!
What about Risotto Nero from Jojo's Bizarre Adventure, Vento Aureo? He's been a longtime favourite of mine, despite other characters competing for the top spot. I'm weak for the white hair, black sclera, and red eyes! His purpose in the series may seem insignificant in the scheme of things, but the way that he goes about it is extremely interesting. [Trying not to release any spoilers ;o;] Also his new anime voice is absolutely gorgeous

I don't know anything about him or Suikoden but 9/10 because I like his design and the extra higher rating is because I'm biased with white hair. Yes.
How about Ren Suzugamori from Cardfight!! Vanguard... He started off as a really smug antagonist that make people suffer from Card Games(tm) but now he's the peppy yet airheaded dumbass that makes people wanna punch him. I love him.

I have no idea about the series nor the character herself but the overall design, she is HELLA ADORABLE!!!!!!!!!!! OMG IMMA DIE NOW!!! The elegant dress with such cute pony tail, the color palette worked too well together, 9/10!
