Artair is a member of the O3C, with a powerful ability to manipulate the boundaries between individual atoms. He helps Cedar learn about different types of supernatural threats they'll be encountering and is probably Cedar's closest friend.

Artair is a dissociative system, consisting of him and another alter, Eden. Due to their harsh upbringing and the trauma of receiving and developing their abilities, their identity did not solidify into one "self", and thus both interact with each other as parts of a whole. Artair is typically very cheerful and would be considered to be an optimist, always offering to see a silver lining. He however has a very limited ability to navigate social situations; he attempts to compensate being awkward with being polite. He also tries to ignore when people insult him, whether on accident or directly, to avoid conflict. He is also somewhat gullible / is too trusting of others.
Artair has issues remembering things, mostly due to said dissociative disorder as well as neurodivergence/trauma, frequently forgetting even major events that have happened to him and Eden. However, he has an encyclopedic knowledge of a few subjects that interest him, ranging from the useful (magical creatures) to the mundane (trivia about video games or tv shows). He really enjoys lists. The memory issues lead to some confusion on both his part and the others'.
Artair also has a very pronounced capacity for "masking" his being upset or sad. He brushes off any real attempts to talk about his problems, insisting he's fine. He doesn't really even know where to start. When Eden is fronting, his access to his more powerful aspect of their abilities, Artair's teleportation, is cut off. His politeness turns more formal and he's not as energetic. Both of them are hiding their status as a dissociative system, but the others at the O3C are not as fooled as Artair and Eden think they are.
Artair's abilities are exceedingly powerful; he can manipulate the gravitational bonds between atoms, drawing them closer and increasing their gravitational pull, making them heavier; he can also spread them further, but not break them, making them weigh less. He also can freely phase through any substance, and transport others using "portals", in which he connects two points in space with a window. This ability is very tiring after repeated usage, and not even entirely available all the time.
He also can manipulate the rate of vibration of atoms, allowing him to vaporize or flash-freeze things as he wishes. However, he uses this ability in pretty mundane ways, such as reheating leftovers, or keeping his coffee at the perfect temperature, and would never use this aspect of his ability against sentient creatures unless under extremely dangerous circumstances. This power is the reason for his O3C rating being so high.
The origin of their powers is a mystery to even Artair or Eden, despite Eden's typical ability to retain most of their memories. The star charm on his glasses helps them regulate their more powerful aspects, it was given to them by Perthro when they first arrived to the O3C.
