Cedar is a member of the O3C, with a powerful ability to have people obey what he says and a latent aura of charisma; he, however, fears and hates this ability. He only recently joined the organization to gain a better hold of his abilities, and thus completes various field missions involving containing supernatural threats to humankind.

- i don't have a star chart for him that's concrete, but i headcanon him as a sagittarius sun, pisces moon and scorpio rising.

He is somewhat reserved and blunt. He's not very expressive and he can be snarky or downright sarcastic sometimes, but usually he's a bit nervous talking to others and therefore treats everyone with at least base politeness. As a result of his latent charisma aura, he finds he can say whatever he wishes to someone and they wouldn't dislike him. He also does things that would be considered "out of character" for someone so unexpressive on the surface, because he thinks it's funny.
Beneath his cooler exterior, he can get upset or flustered easily under stress. Being exposed to magic so late is also a source of insecurity for him, as it's all very new and he doesn't know as much as others do about what exactly they're all fighting. This becomes less pronounced as he gets more used to his environment. He also has what could be considered a stubborn streak, which he doesn't realize very easily, due to usually being able to get what he wants. He tries to work on this.
Cedar also has a tendency to experiment with magical things, due to how new they are. Prominent examples are the time he absorbs a pixie, the time when Morgan brought fairy wine (a gift from their changeling parent) to a party, and his willingness to use rune magic without completely understanding it. He himself recognizes he has this tendency but for a while doesn't really see it as a bad thing completely, not having much self preservation or real concept of consequences.
Cedar's abilities are to be able to command others using language. As long as he is talking to someone in a way that they can understand, they are predisposed to receiving what he says in a positive manner. In addition, if what he says is a command, someone who can understand him cannot refuse to do it.
Cedar absolutely hates his abilities, and is mortified when he realizes that he cannot say with full confidence people liked him without influence from his abilities. He also realizes the full extent of his power would mean that he could literally do anything to people, and that terrifies him because he has always acted according to his morals, but has no way of knowing if he's ever done this on accident. This has put him in a subdued bout of depression.
After a certain event in the story, he finds he can read and utilize an ancient language to bend reality. This language is based on the Celtic Ogham, used by Otherworldly Warlocks, and he can use runes he learns to either imbue objects with certain properties or use powers by speaking or tracing the rune onto an object. A good example is Gort / Ivy, which allows him to summon a ritual sword imbued with the rune. This sword is used for banishing, and is super effective against spiritual or unholy enemies. Ohn allows him to set something on fire. etc. His O3C rating by Perthro is bumped up to 9 after this discovery.
