Ciara O'Donnell is the Church of the Sleeping Gods' Bishop, the immediate right hand to Her Eminence and overseer of religion and studies. She is most often referred to by the name of her role, and many people go through her or her subordinates before organizing new members of the church or making management-based decisions. She has a personal focus in ancient magic and often retreats to her underground lab to do her research, but those under her command - a group called 'the Right Hand' - also are in charge of the monastery and library on church grounds. She is perhaps the most knowledgeable person in the church minus Her Eminence herself, and has already made great discoveries in the fields of demon physiology and angel theory.
Bishop can be a very overbearing and focused individual, as once she latches onto a subject that interests her, it takes a lot of effort to pull her out of it. She doesn't often get sleep and will instead focus on her work, sometimes staying down in her laboratory for days. Even so, she appears to be very loyal to Her Eminence and fulfills her role as best as she can. When around her counterpart and rival, Rook, she tends to be easily flustered and angry, and she bosses him around a lot...but trusts him more than almost anyone else.

Bishop hardly seems to talk about her childhood, often because she deems it inconsequential to her research. She was raised by strict parents and graduated from an Ivy League-class school, where she majored in ancient magics and technologies. She is a scientist through-and-through, and finds comfort in completely understanding how things work, including the world that she is a part of. However, because she was raised with an elitist mentality and was never allowed to fail as a child, she has a hard time making connections with others and cannot cope with failing, and will repeatedly make attempts at something until she succeeds at it.
Although her mind is ruled by logic, however, she has recently become a believer in the Sleeping Gods. She had used to chalk up religion to a poor man's attempt at finding meaning, but after a conversation with Her Eminence and taking some time to conduct her research on church grounds, Bishop has found herself with devoted and unwavering faith. She was accepted into the Right Hand rather quickly, and her unstoppable devotion to serving Her Eminence is what eventually earned her her place at her side.

- Bishop has a mature, almost suave voice, but it often hits higher tones when she is excited or angry.
- Her natural magical ability is almost nonexistent, but she gained permission from the church to receive otherwise illegal augmentation magic. The tattoos that signify this are often hidden under her robes so as not to be seen by common folk.
- Her rivalry with Rook is, for the most part, good natured, but it often gets heated and even intimate.
- She wears the elegant clothing the church provides for her, but she is often seen sprinting from place to place in the monastery when excited or when inspiration hits her and she needs something. She is prone to tripping on her robes when doing this.
