Good evening, before asking the question of making a PSA, I think that other avenues are to be explored.
1) You don't specify it, but did they draw one of his own arts or that of another person?
2) If we start with the second scenario, do the two people know each other and did the artist have the right to pump like that? (you never know, some people are unfortunately too nice)
3) Are you the only one who received traced art by them?
4) Have you contacted the artist to see if they are ready to delete the image on his side?
In any case, although I understand his approach (to save time on free arts because anyway, these drawings are supposed to have no value), I do not endorse it. Tracing remains a form of cheating and it's quite disgusting to do it, whether for the artist victim of the tracing or for the person who receives it.
But if you are indeed the only person to have had an art drawn, I don't know if going as far as a PSA is really necessary, if necessary put it in your personal blacklist while remaining open to giving the reason. The artfight is starting to date, so nothing prevents you from checking a bit his more recent works to see if they continued after the event and if so, yes, a PSA will, in my opinion, be necessary.
