He's a member of the alliance that Seraye is part of. They don't really know each other much or anything, but he seems decent enough. Langer has no idea that Dicro's actually Ouray reincarnated.

Dicro has no idea that Langer was the best friend of one of his previous lives.
His girlfriend, who even now he remembers vividly. When he first became a Chilly, the first thing he thought of was how she'd react to his absence... they were always so close that he's afraid of how hurt she might be. Of course, he always knew her as being strong, so hopefully everything wound up being okay...
Even if she's fine, though, he'd really like to be able to see her again. He misses her a lot.
Her boyfriend, who she still hasn't forgotten or let go of after all these years. He was the first being she ever made a true, genuine connection with, and even though she met others after him the impact he made on her will never fade. The loss of him was tremendously crippling to her, leading to her fall from Heaven and causing her to become a recluse. Her life revolves around finding him, though by this point she's accepted that she might never see him again - that she'll have to find a way to move on and still love life as he would have wanted for her.
She has no idea that he's actually perfectly safe in another Reality somewhere, and that the likelihood of them meeting again is rapidly increasing...
His best friend! They've been friends since they were kids, so needless to say Langer cares a lot about them. Yeah, Ouray tended to scare them a lot and their morbid sense of humor was just a tiny bit uncomfortable, but overall Ouray was always close to his heart and Langer always knew they were a good person.
He has no idea that they're long dead and has since reincarnated into someone he knows, but it's not like he'd assume they'd still be alive after all these years... with Khazael he's sure that would've been possible, but Ouray always expressed that it wouldn't be much fun living forever without Langer at their side.
Their best pal! The coolest dude they know!! Ouray and Langer became friends at a very young age, and Langer was the only other human who ever really gelled with them. Most people were scared off pretty faced by Khazael, and if that didn't get them then Ouray's personality usually finished the job. Langer, though... he took them for all that they were and said it was all cool! For the longest time, Langer was the only friend they had (not counting Khazael) and the only friend they really needed. He was a great foil to them and stayed by their side through thick and thin.
After Langer disappeared they were devastated, even though they tried not to show it. Langer was such a huge part of their life for such a long time that everything afterward didn't quite feel like living. They liked LaPlata and Zhirael a lot, too, but... without Langer, things just weren't the same.
As they made their final wish on their deathbed, they secretly hoped that by barring their soul from Heaven and Hell alike, maybe they would end up wherever Langer went. And, well... it took a while, but they weren't wrong!
The woman he currently lives with. It was really nice of her to let him stay at the Doll Shop, and she's a really cool person, too! Plus she gives good head scratches and always makes sure he's got an extra fluffy pet bed... what's not to like?
A Chilly who she and Exuro kinda wound up adopting in a way. He's almost kinda like the shop mascot now! He's adorable, low-maintenance, and is usually willing to help out around the shop, so she really doesn't mind keeping him around.
Langer's relationship with Zhirael was... kinda complicated. First Zhirael was trying to murder him, then he was going on about how gorgeous his eyes were, then he was kind of doing a little bit of both... did he want to fight? Did he want to bang?? Did he want to do both??? Some serious mixed signals going on there.
Either way it didn't take long for Langer to stop seeing Zhirael as a threat, seeing him more as a friend who sometimes tried to kidnap him to rip his eyes out but other times let him borrow whatever and told him cool stories about Hell stuff. Not exactly the most stable or safe relationship to have, but Langer was always pretty confident that Zhirael wasn't going to kill him so long as Langer could keep his eyes in his sockets... and, as such, Langer letting Zhirael take one of his eyes served as a symbol of his trust.
Langer always wondered what happened to Zhirael after he got all chinchilla'd and whatnot... would Zhirael have missed him...?
Langer was the catalyst for Zhirael's shift in personality and worldview, encouraging him to have a more open-minded view of the world and the relationships between its three planes.
...Of course, his feelings for Langer weren't always so deep. The first time they met, he and Ouray were rummaging through his belongings and Zhirael fully intended to kill them both and go about his day. But one glance at those eyes... that color, that iris pattern, the way they complimented the rest of his face... he instantly went weak at the knees. He had to have them. He spent the next handful of years eagerly waiting Langer and Ouray's foolish return trips, leaping at any chance he had to convince Langer to part with an eye and embracing every opportunity he had to stare at them.
Of course, Langer as a person slowly grew on him as well. There was something almost charming about the way he, against all reason, kept coming back as though he was seriously ever going to win. The only humans he had met before were ones who sought to sell their souls: people who were either full of pride and other sins or those who were fearful and dreaded his presence. Langer and his friends, meanwhile, kept treating him like an old friend even in the heat of battle. They baffled him. Still, eventually he began to see them the way they viewed him, cemented he and Langer's trade of eyes.
Langer's disappearance made Zhirael feel things he had never felt before. There was a sort of ache somewhere inside of him - a sense of loss that hurt when he touched it and hurt when he tried to ignore it. He unhesitatingly joined the search for him and was sorely disappointed when, with all of his power and effort, he came up with nothing.
Langer's disappearance kicked Zhirael's plan to lead a revolution against Heaven into action, and through it he hopes he'll be able to uncover the truth of what happened to him.
For better or worse, though, the truth is pretty far off from what he was expecting.
The boss man himself! Exuro slipped him a few coins to set up some targets long ago, and they've been the broest of bros ever since. He even bought him off of Arella, and people don't just do that for Chillies! Langer is wholly devoted to Exuro down to having practically a little Chilly cosplay going on. It kinda reminds him of his old life... as much as he can remember it, anyway.
