Toru is a whimsical and lighthearted presence that stands out amongst the heads of the Union. Toru has a gentle, rational, and somewhat childishly innocent personality that contrasts with the rough ones of the Union heads. It's due to this that makes her one of the more friendlier heads to interact with as she often enjoys chatting with others with a big smile on her face. Not one to take people's behavior at face value, Toru prefers to find the inherent good in those he meets rather than dismiss them for what she initially sees. As such, Toru displays a great deal of patience when dealing with less-than-reputable characters. However, Toru's patience is not infinite as if it's pushed too much she will not hesitate to lash out to those who is giving her a headache. Despite Toru's role seeming largely to be that of comic relief, she can be very serious when the situation calls for it. If Toru is usually serious about something, that is usually a good time to actually listen to what she has to say. After all, you're looking at the head of the scholar division after all. Overall, Toru is one of the more wiser members of the heads with a strong level of patience and intelligence.
DESIGN
Design Notes
- She is often mistaken for being just a Reuniclus due to being so similar to one in appearance.
- She is capable of forming additional limbs with the use of her gel with arms being a common limb she tend to make.
- They are often seen wearing a lab coat whenever they are walking around the university they work at.
- Whenever she uses Flamethrower, the consistency of her body becomes that of magma. Interesting enough, she is largely unbothered by the heat of it.
BACKGROUND
THE STORY OF A SPECTER CELL
Becoming the Head of Scholar Division is no easy feat. It involve going though quite a bit of trials and tribulations as a means to even receive the opportunity to take the tests set up for those willing to take that position. It's no secret that it takes a high level of intelligence and knowledge in different fields to truly sit in that specific position of power. Not only that, but one has to carry a deeper knowledge of things pertaining to the Gods that exist in the world and importance they carry in making it. Toru was one of the lucky ones to receive the opportunity to take over the position after the previous Head of the Scholar Division [Alakazam named Metis] announced Toru would be taken over her position as her successor.
Born to a Chandelure and Reuniclus, Toru's life hasn't been one of the best in the world, given her nature as a hybrid. However, it wasn't as bad as Adria. It was mostly due to the fact that she came from the Yojimbo Family, a family that that is said to have one of the largest collection of works pertaining to the existence of Pokémon. Due to this and the extensive knowledge each member had, they were well-respected. As such, most of Toru's life was spent learning all she can about the world. She wanted to be akin to Uxie when it comes to the knowledge she held. This would catch the eye of Metis, who would test her knowledge with a series of tests over various subjects to challenge her. Toru would be able to pass these tests when she was both old enough and spent a large amount of time studying for. It was this that allowed Metis to be able to pass down her position to the hybrid. With this, Toru made it her goal to expand her knowledge onto others to remind them of the importance of learning.

TRIVIA
- Trying to figure out Toru's personality took a lot of thinking. I had to compare their personality to that of the other members of the Union.
- It took a few tries to work out what I was looking for when it came to Toru's design as a hybrid since I wanted it to be a bit more subtle compare to Adria.
- I originally considered the idea of making Toru the disguise form of Uxie. However, I decided against it due to feeling the Gods wouldn't want to attach themselves to the group.
