An underground organisation lead by Ōgai Mori. They are also known as Yokohama's "Night Wardens". Mostly associated with criminal activity, they have a fierce but mostly stable rivalry with The Armed Detective Agency. Though their history is somewhat sordid, they maintain an easy neutrality alongside the other factions in Yokohama and have even allied with them in times of shared trouble.
THE GUILD
A secret and illegal society of ability users lead by Francis Scott Key Fitzgerald. They seek a license to operate as an ability user group and will do whatever it takes to get it. They disband after being defeated and end up in many different corners of Yokohama and with very different fates.
