Cayo: Dyed hair tied up, neat, sparkly clothes, face tattoo.  Clown mask.

Cayo is a cisgender adult male; pansexual.  Other than his younger brother Tully, he has no remaining familial connections, both his parents having been distant from their own families before dying in an attack at their work when Cayo was 14.  For a good portion of their lives, Cayo and Tully lived on the streets, and only survived by pickpocketing strangers during street performances.  It was only when they attempted to rob Greyson and were caught that their lives started to turn around.  His friend Griffin offered the two of them a place to stay, and they all helped keep food on the table while Cayo started applying for legitimate jobs.  It took a while, but Cayo was eventually able to secure work at a local restaurant as a dishwasher, and he’s been working hard every day to pull his own weight and pay for Tully to go to school.  He and Griffin even ended up together in the end, and Cayo genuinely couldn’t be happier.  Once he moves up the ladder and starts making more money from work, Cayo plans on proposing, but that won’t be for a while.  For now, Cayo is just happy the way things are.

Possibly the strangest member of the Redland Vigilantes is the figure known as “Happy”.  As with most of the others, they are known to be very dangerous, however, Happy is also fairly charismatic, and will attempt to engage in friendly conversation with pursuers if they are spotted.  Officers describe the voice as male, almost certainly a young adult, with no discernible accent (however, it is not unknown for this individual to fake a variety of different accents, so it’s very likely that they are concealing their real voice in some way).  Another oddity with Happy is that they often do not flee in the typical way when reinforcements are called, and instead are known to perform “disappearing acts”.  It appears that Happy is incredibly familiar with every street and alleyway within Redland, and are physically capable of leaping over chain link fences with ease and even scaling brick walls.  This makes them almost impossible to corner, as they can easily escape any situation so long as there’s no roof or at least a window overhead.  The locals are openly supportive of Happy, especially after it was discovered that several individuals linked to kidnapping and sex trafficking were killed by them.  However, they are still highly unpredictable, and should be exterminated on sight.
