Probably the richest island, Ikan is a merchant's paradise. Traders and businessmen from all over the Empire gather here to exchange goods and news. The majority of the population are some sort of merchant. Also, there's a pirate problem. Can't forget that. Messing up the supply line and all that. It's a major issue, really.
The governor is a position that can be bought here. Make the current governor an offer they can't refuse and you're in charge.
