Ber has a culture of secrecy so most people from elsewhere don't know much about them, and pretty much no one goes there. They export various berries and spices to other islands. The whole island is full of canals and irrigation systems so it's easily traversable without stepping foot on land. A lot of spy and assassin types come from here, but they don't advertise those services.
The governor position is hereditary and goes to the family member of the former governor who performs the most fantastic feat, with proof.
