The rebels on Balsik have a network of tunnels through which they ferry goods, people, and intelligence. They believe the current Imperial system is immorally designed to hasten the death of the individual cultures within it and seek its destruction. They work both inside and outside the system to achieve this goal, culminating in the violent takeover of the governorship three years prior.
