Sa'an also has a history of associating tea with the military.
The governor is decided in a contest of strength. There's an annual contest by which anyone may challenge the current governor to a wrestling match and the winner is governor. Governor Zoeng is the first one to hold the title for longer than 10 years. She says she's ready to retire but she can't find someone who can beat her and heaven forbid she lose on purpose.
