Politicians and the Senate


The government of Riterra is a Global Republic, consisting of the six habitable continents of the world. Each year, a pair of "Primos" are elected, which represent the Maestro and Resonator populations respectively. There is also a 140 member senate which discusses, debates, and eventually votes for legislation to be passed into law.


The Primo System
There are two Primos per year - Primo Magistus and Primo Résonne, a Maestro and Resonator respectively.

If a Primo dies during their year term or is generally incapable of fulfilling their duties the main Senate will elect a replacement to serve the rest of the term

Once out of office, the Primos cannot be re-elected for seven years, but will rejoin the main senate body.

The Primo's main function is overseeing the senate and giving a final approval on legislature passing through. Any piece of legislation that wants to get approved must be approved by both the Primo Maestro and Primo Résonne.

Senate
The Senate consists of:

  • 140 total senators
    • 70 Maestros 
    • 70 Resonators

There are twenty two senators per continent, with an even 11-11 split between maestro and resonator

The eight additional senate seats (four maestro - four resonator) go to senators from the Champion Maestro's continent of birth to represent "the will of the winner" for that year. These senators are usually people who work under an already established senator and are promoted for that year. Trying to stay in that position motivates these senators to work hard to ensure another champion from their region wins the Master's tournament again so they can stay in power.

Even if they don't stay in power, these temporary senators are usually next in line for senate positions when they open up.

There aren't any political parties and in fact such institutions are strictly prohibited. The only political groups are based on the continents the senators originate from. It's common practice for continental groups to try and sway other senators to vote on their bills by including things that benefit their voters. This can lead to extreme bill bloat where proposed legislation ends up wordy and convoluted as the presenting senator tries to appeal to a majority of the senate floor as well as the Primos.

Senators are 99% of the time career politicians that got their start working for an already established senator and impressed the senate body of their continent. Being a Senator is a lifetime appointment. Even major scandals cannot remove a senator from their seat - the only way is if both Primos make the decision to strip a senator of their title and rank. This is done with extreme caution however, as political rivals may use an unjust removal to counter with a removal of their own should a Primo that aligns with them be elected into office.

Elections
Elections are held during the third full week of December. Ballots are cast worldwide for the Primo Magistus and Primo Résonne. The votes are tallied on a continental basis, after which the senators will cast their own ballots. Simple majority is all that is required to win the Primo seat. In the event of a locked senate, that year's Champion will be called on to be the tie breaker vote.

Government Buildings
The main senate building is at the end of Capitol Lane, in the center of Quiretteh. The building itself is an old colosseum that was modernized to include the latest amenities, while still maintaining the ancient structures that made up the original building.

Senators have their own offices back home at their respective continents. They spend most of their time here, though they also have offices in the main senate building in Quiretteh. The senate meets physically once a month in the main senate building. In an emergency, a remote congregation of the senate can be called to pass emergency legislature.

The Primos take up residence in the main senate building for the entire year of their term.

Naturals
Naturals are exempt from this system and have their own lands they occupy and their own governments. Due to the endangered status of Naturals, they're typically left alone and can purchase land and maintain their own tribes and such.

Military
There is a military that is managed by the senate. Despite the world government having united the entire planet under their banner, a strong fighting force is maintained, in case of fighting breaking out with outside forces. Most of the time, the military is called upon to quash rebellions, break up rioting, or in extreme cases deal with scherzando.  The forces are made up entirely of volunteers, as competitive battlers will seek to serve for a few years in order to get free combat training as well as having all of their basic needs met for a few years while they improve their combat prowess. However, a decent number of these recruits end up staying in service and end up making a career out of it simply because of the benefits. 

Taxes
Taxes are taken directly out of citizen's transactions (even private ones) as long as they're done through the Marenza Union.

Depending on the tax bracket, there is a requirement to participate in a certain number of scherzando hunts per year without compensation. Note this only applies to those who are self-employed or in the private sector. If one holds a job in some sort of government-controlled industry, their work gives them a tax break as part of their compensation package.
