The DSR came about when a DB farm was stormed in the earlyn 2000s. The farmers were found to be keeping dragonbloods in poor conditions and taking scales and the human hair to sell in large quantities. The farmers were arrested and the dragonbloods taken in, but they needed somewhere to be rehabilitated.
So, the DSR was born. At first it was only a single building with few people to look after then, but it soon grew as more farms were disovered all around the world.
Today it is one of the OU3 world's largest organisations, and therefore a target for those who feel dragonbloods should be kept only as farm animals and not "Pets".
